O trabalho apresenta uma breve análise histórica da política educacional brasileira, evidenciando seu caráter centralizador e sugerindo a renovação de uma tendência histórica de intervenção estatal na educação de característica neopatrimonial, fortemente marcada pelo seu aspecto fiscal e avaliador. Sugere, ainda, que esse processo tem influenciado a discussão sobre o Plano Nacional de Educação em tramitação no Poder Legislativo brasileiro.
